Background
The City of North Richland Hills (NRH) is seeking to partner with a qualified firm to implement an integrated AI-Powered Constituent Engagement Platform. The goal of this project is to deploy a Web Chatbot and a Telephone Voice AI system that can manage high call volumes and provide automated assistance 24/7.

Work Details
The contractor will be responsible for the design, development, and implementation of both the Web Chatbot and Telephone Voice AI system. The systems must be capable of handling heavy call volumes and providing automated responses to constituents at any time. Specific requirements include:
- Integration with existing city services and databases.
- User-friendly interface for both constituents and city staff.
- Capability to learn from interactions to improve responses over time.
- Compliance with data protection regulations.
- Provision of training for city staff on how to use the systems effectively.

Period of Performance
The contract will commence upon award and is expected to be completed within 12 months, with ongoing support as needed thereafter.

Place of Performance
The services will be performed primarily at the City of North Richland Hills, Texas, with potential remote work capabilities for certain aspects of development.

Bidder Requirements
Bidders must demonstrate experience in developing AI-powered systems, particularly in public sector applications. They must provide references from previous clients, preferably within the Dallas/Fort Worth Metroplex. Additionally, bidders should comply with all local regulations regarding business operations in Texas.
