Water Leak Detection & Repair Services

Background
Texas Southern University (TSU) is seeking to contract for Water Leak Detection and Repair Services to address significant issues with the Chilled and Hot Water process piping on campus. The university's mission is to maintain operational efficiency in its facilities, which are currently affected by leaks and degradation in the piping system. This contract aims to restore functionality and prevent further damage to critical buildings on campus.

Work Details
The contractor will provide all necessary labor, supervision, technical staff, and management services to develop and execute a comprehensive work plan for underground leak detection and piping repair. The scope includes:
1) Inspecting and assessing the Chilled Water (8" to 10" diameter) and Hot Water (6" to 10" diameter) lines for deficiencies;
2) Removing and replacing four valves (two 10" Chilled Water and two 6" Hot Water);
3) Rerouting approximately 1,000 linear feet of pipe;
4) Demolishing the Valve Vault side wall for access;
5) Coating all exposed piping and valves for corrosion protection;
6) Ensuring minimal disruption to campus operations during repairs;
7) Providing a warranty of at least one year post-completion.

Period of Performance
The contract will commence upon execution of the service agreement, with a specified timeline for completion that must be agreed upon prior to starting work. Immediate action is required due to the urgency of repairs needed.

Place of Performance
The services will be performed at Texas Southern University, specifically affecting the West End of campus including buildings such as RS Music Building, Biggers Art, New Science Center, Technology Building, and H&PE Arena.

Bidder Requirements
Bidders must comply with Texas state laws regarding procurement. They are required to submit a HUB Subcontracting Plan if their bid exceeds $100,000. Additionally, bidders must provide references for similar projects completed in the last five years. They must also certify that they are not ineligible to receive state contracts under various provisions including child support compliance.
