Water and Wastewater Sludge Transportation & Disposal

Background
The West Travis County Public Utility Agency (WTCPUA) is responsible for providing water and wastewater services in the region. This solicitation seeks bids for the transportation and disposal of sludge generated from municipal water and wastewater treatment plants. The goal of this contract is to establish a reliable service provider for sludge management from October 1, 2025, through September 30, 2026.

Work Details
The contractor will be responsible for the transportation and disposal of liquid and/or dewatered municipal sludge. The services include:
- Transporting dewatered sludge cake in vehicles with a capacity of approximately 30 cubic yards (filled to 20-22 cubic yards) or about 38,000 lbs.
- Ensuring all transport vehicles meet state, federal, county, and Department of Transportation requirements.
- Providing proof of all necessary licenses and certifications required by regulatory agencies.
- Submitting a Municipal Sludge Manifest Ticket for each load transported, detailing the origin and destination of the sludge, volume, pickup date/time, hauler information, and disposal verification.
- Delivering monthly reports that include disposal site details, quantities hauled, and manifest numbers.
- Providing comprehensive quarterly reports on sludge disposal activities.
- Being available on-call 24/7 throughout the year for sludge transport needs.

Period of Performance
The contract will be performed from October 1, 2025, through September 30, 2026.

Place of Performance
Services will be performed at various locations including:
- Uplands Water Treatment Plant (12215 Bee Cave Rd.)
- Bohls Wastewater Treatment Plant (12500½ Bee Cave Pkwy)
- Lake Point Wastewater Treatment Plant (3100 Napa Drive).

Bidder Requirements
Bidders must have at least three years of experience in sludge transportation. They must provide proof of all necessary federal, state, and local permits including U.S. EPA transport number and TCEQ permit number. Bidders are also required to ensure their vehicles are properly licensed and maintained in good working order.
