Background
The Cooperative Purchasing Program (HGACBuy) of the Houston-Galveston Area Council of Governments is soliciting offerings for the furnishing of products/services related to video surveillance, access control, and security fencing systems.
This program is established under Texas Local Government Code (Title 7, Chapters 771 and 791) to provide cooperative contract products and services to Texas local governments and other states where permitted.
The goal is to select qualified manufacturers, distributors, installers, and service providers to make these products and services available under blanket contracts for customers of the HGACBuy Cooperative Purchasing Program.
Work Details
The contract encompasses a broad array of equipment and services including:
- Video surveillance/closed circuit television (CCTV) systems
- Controlled building access systems
- Security fence systems
- Internet protocol (IP) based surveillance systems
- Remote area or special event surveillance systems
- Full body imaging systems
- Related wireless instant notification equipment.
Respondents may submit proposals for any or all categories listed without additional weighted value for responding to multiple categories.
The solicitation also allows for selective acquisitions of equipment/services or full turnkey projects necessitating additional services, training, and maintenance agreements.
Period of Performance
The term of the resulting contract(s) will be for a period of four (4) years with an option to extend for one additional year.
H-GAC reserves the right to extend or expand the scope of the contract as deemed necessary.
Place of Performance
The contract will be performed primarily in Texas but may extend to other states as allowed by their statutes.
Bidder Requirements
Respondents must comply with all licensing, permitting, registration or other applicable legal requirements.
They must also provide evidence of their ability to deliver products/services as specified in the solicitation.
Additionally, contractors are required to pay a 2% administrative fee on all completed transactions under the awarded contract directly to H-GAC.
