Background
The City of Victoria, Texas, is seeking Statements of Qualifications (SOQs) from qualified firms to develop a Regional Freight Mobility Plan for the Victoria Metropolitan Planning Organization (MPO). This initiative aims to create a comprehensive multimodal freight study that will analyze the impacts of freight on the transportation system in the region. The MPO serves as the designated transportation decision-making authority for Victoria County and collaborates with various planning partners to ensure effective transportation planning.
The plan will address current and future freight movement needs, aligning with federal mandates such as the Infrastructure Investment and Jobs Act (IIJA) and supporting ongoing development in the region.
Work Details
The selected consultant will provide professional planning services that include: conducting a SWOT analysis of the Victoria MPO’s freight system; developing a plan for enhancing existing facilities; analyzing local freight movements; recommending strategies to improve economic efficiency; assessing land use impacts on freight systems; and identifying funding opportunities.
Specific tasks include project management and coordination, freight needs assessment, land use assessment, economic development market assessment, public involvement processes, and final recommendations for improvements. Deliverables will include technical memorandums, project management plans, public involvement materials, and a final comprehensive report detailing findings and recommendations.
Period of Performance
The contract is expected to be completed by June 30, 2027.

The work will be performed within the Victoria Metropolitan Planning Organization area in Victoria County, Texas.
Bidder Requirements
Respondents must demonstrate qualifications through relevant experience in transportation planning. The evaluation criteria include:
- Method of approach (25%)
- Applicable education and experience of project staff (20%)
- Understanding of scope and previous work experience (20%)
- Project originality or innovations (10%)
- Public involvement process (10%)
- Submission quality (10%)
- Project schedule (5%).
