Underground Utility Services

Background
The University of Texas Health Science Center at San Antonio (UT Health San Antonio) is soliciting proposals for Underground Utility Services as part of its mission to enhance healthcare and education in South Texas.

UT Health San Antonio is the largest academic research institution in the region, focusing on improving lives through education, research, and community engagement. The university has a significant annual operating budget and aims to expand its workforce and services to meet community needs.

Work Details
The contractor will provide all supervision, labor, tools, and supplies necessary for various sizes and scopes of commercial Underground Utility Services on an 'as needed' basis. This includes installation, maintenance, and repair of water mains, sewage pipelines, electrical conduits, natural gas lines, and fiber optic cables.

Key responsibilities include excavating trenches, installing new piping/cables, repairing leaks, replacing aging infrastructure, and backfilling with concrete or asphalt. The contractor must coordinate work schedules with the university's designated representative and submit invoices upon completion of work. Additionally, the contractor is responsible for ensuring safety measures are in place to protect university employees and students during construction activities.

Period of Performance
The contract is anticipated to begin on June 1, 2026, and may last up to two years until May 31, 2028. There is an option for renewal for two additional one-year terms.

Place of Performance
The services will be performed at various locations within the University of Texas Health Science Center at San Antonio campus.

Bidder Requirements
Proposers must have a minimum of five years of experience in commercial Underground Utility Services, preferably with institutions of higher education or healthcare environments. They must provide competent workers compliant with all safety regulations and maintain insurance coverage throughout the contract duration. A HUB Subcontracting Plan (HSP) is required as part of the proposal submission.
