Background
The Texas Department of Transportation (TxDOT) Aviation Division is issuing this Request for Qualifications (RFQ) to engage a qualified firm for professional engineering services related to the Van Zandt County Regional Airport project in Wills Point, Texas.
The goal of this contract is to rehabilitate and improve the airport's runway and electrical systems, ensuring compliance with aviation standards and enhancing operational safety.
Work Details
The selected firm will provide engineering and design services, including construction administration at TxDOT's discretion, to accomplish the following tasks:
1. Rehabilitate runway 17/35;
2. Widen runway 17/35 to 60 feet;
3. Construct electrical improvements including the installation of Medium Intensity Runway Lights (MIRLs) and Precision Approach Path Indicators (PAPIs) for runway 17/35;
4. Install miscellaneous eligible electrical items as required.
Period of Performance
The contract will be performed over a specified period that will be determined during the proposal evaluation process, with an emphasis on timely completion of each project phase.
Place of Performance
The work will be performed at the Van Zandt County Regional Airport located in Wills Point, Texas.
Bidder Requirements
Respondents must submit a HUB Subcontracting Plan (HSP) as part of their proposal, demonstrating good faith efforts to include Historically Underutilized Businesses (HUBs).
The HSP is mandatory regardless of whether the respondent intends to subcontract any portion of the work. Additionally, firms must have a Professional Engineer registered in Texas as part of their project team.
