TxDOT Aviation Division- Notice to Consultants

Background
The Texas Department of Transportation (TxDOT), through its Aviation Division, is seeking to engage a professional engineering firm for the North Houston Regional Airport project in Montgomery County. This solicitation aims to obtain qualifications for engineering services as per Chapter 2254, Subchapter A of the Texas Government Code. The goal is to enhance airport infrastructure and ensure compliance with federal regulations regarding disadvantaged business enterprises.

Work Details
The selected firm will provide engineering and design services, including construction administration at TxDOT's discretion. The specific tasks include:

1. Realigning Taxiway F;
2. Extending Taxiway D;
3. Constructing a new parallel taxiway from Runway End 01 to Taxiway F;
4. Removing existing pavement.

The project also requires attendance at pre-design conferences, preparation of comprehensive reports, project drawings (70% and final), technical specifications, cost estimates, and a Construction Management Plan.

Period of Performance
The contract will commence upon selection and is expected to follow a defined project design schedule that includes various phases such as preliminary report, preliminary design, and final design phases.

Place of Performance
The work will be performed at the North Houston Regional Airport located in Montgomery County, Texas.

Bidder Requirements
Respondents must demonstrate recent experience with comparable airport projects within the past ten years. The project manager must be a Professional Engineer registered in Texas by the submission deadline. Additionally, firms must comply with Disadvantaged Business Enterprises (DBE) participation goals set at 10% for the design phase.
