IDIQ-IFE and Constructability
Background
The Texas Department of Transportation (TxDOT), Aviation Division, is seeking to establish indefinite deliverable contracts with prime providers for professional engineering services at general aviation airports across Texas. The goal of this contract is to prepare independent fee estimates and conduct engineering design reviews for Airport Facilities Improvements, ensuring compliance with federal and state regulations. The approximate contract amount is $750,000.00 each, subject to adjustment by TxDOT.

Work Details
The work includes:
1. Preparation of independent fee estimates.
2. Engineering design reviews by a Licensed Professional Engineer in Texas, which may involve:
a. Review of preliminary engineering reports and the entire Plans, Specifications, and Estimates (PS&E) package to ensure readiness for bidding and construction.
b. Constructability reviews addressing construction timelines, environmental issues, geographical limitations, and potential disputes or claims.

Projects may involve improvements to runways, taxiways, aprons, shoulders, drainage systems, electrical lighting, signage, fencing, landscaping, terminal buildings, aircraft hangars, and associated appurtenances at general aviation airports.

Period of Performance
The contract will have a term not exceeding 5 years with all work authorizations issued within the first 3 years.

Place of Performance
Various general aviation airports throughout the State of Texas.

Bidder Requirements
1. A Licensed Professional Engineer in Texas must sign and seal all work performed under the contract.
2. Firms must be registered with the Texas Secretary of State to do business in Texas.
3. The selected firm must perform at least 30% of the actual contract work.
4. Compliance with federal regulations regarding conflicts of interest is required; firms must act solely in TxDOT's interest without conflicting financial incentives.
