IDIQ-Construction Management
Background
The Texas Department of Transportation (TxDOT), Aviation Division, is seeking to establish indefinite deliverable contracts with prime providers for professional engineering services at general aviation airports across Texas. The estimated contract amount is approximately $8,000,000.00 each, subject to adjustment by TxDOT. This solicitation adheres to FAA Advisory 150/5100-14D and complies with federal regulations regarding architectural and engineering services for airport projects.

Work Details
The selected firms will provide bid phase and construction management services for Airport Facilities Improvements at various locations in Texas. Services include:

1) Engineering design bidding phase services such as independent review of Plans, Specifications, and Estimates (PS&E), bid advertisement, and construction;

2) Construction Management services including coordination, administration, project inspection, preparation of change order recommendations, and final acceptance documentation;

3) Surveying services led by a Licensed Professional Land Surveyor;

4) Quality Assurance/Material Testing to ensure compliance with plans and specifications;

5) Inspection Services involving reviewing construction activities and maintaining records.

Projects may involve improvements to runways, taxiways, aprons, drainage systems, lighting, signage, fencing, landscaping, terminal buildings, hangars, and associated appurtenances.

Period of Performance
The contract term will not exceed five years with all work authorizations issued within the first three years.

Place of Performance
Various general aviation airports throughout the State of Texas.

Bidder Requirements
Proposers must demonstrate that a Licensed Professional Engineer will sign and seal the work performed. Firms must be registered with the Texas Secretary of State to do business in Texas. The prime provider must commit its project manager for the duration of the contract. Compliance with DBE goals is required; a goal of 10% participation is anticipated. Providers must also comply with federal regulations regarding lobbying and conflicts of interest.
