TxDOT Aviation Division- Notice to Consultants

Background
The Texas Department of Transportation (TxDOT), Aviation Division, is issuing this Request for Qualifications (RFQ) for professional services related to the Kleberg County Airport.
The goal of this contract is to engage a qualified firm to provide necessary services as outlined in the solicitation, which is subject to federal regulations under 49 U.S.C. §47107(a)(17) and administered in accordance with Texas Government Code Chapter 2254, Subchapter A.

Work Details
The scope of work includes:
1. Preparing an Airport Layout Plan (ALP) with a narrative consistent with current FAA Advisory Circulars and Standard Operating Procedures.
2. Incorporating FAA AGIS requirements and conducting an -18B obstruction survey, uploading data to the FAA’s Airport Data and Information Portal.
3. Developing a Capital Improvement Plan that includes a phasing plan and financial overview considering various funding sources.
4. Updating the airport property map consistent with FAA guidelines.
5. Establishing phased goals for airport improvements based on aviation demand forecasts and critical aircraft needs.
6. Completing and submitting the Runway Safety Inventory for Non-certificated Airports as per FAA ARP SOP 8.0.

Period of Performance
The contract will be performed over a period that will be determined based on the proposed project schedule submitted by the selected firm, with specific deadlines outlined in the professional services agreement.

Place of Performance
The services will be performed at Kleberg County Airport, Texas.

Bidder Requirements
Firms must have qualifications relevant to airport planning projects, including experience within the last ten years in developing comparable airport plans.
The DBE goal for this project is set at 0%. Respondents must submit their qualifications statement through the TxDOT Aviation eGrants system by May 13, 2025, at 2:00 PM CST.
