TxDOT Aviation Division- Notice to Consultants

Background
The Texas Department of Transportation (TxDOT), through its Aviation Division, is issuing a Request for Qualifications (RFQ) for professional services related to the Cleveland Municipal Airport.
The goal of this contract is to engage a qualified firm to prepare an Airport Layout Plan (ALP) and other related services in compliance with FAA guidelines.
This solicitation is governed by federal regulations and aims to enhance the operational capabilities of the airport.

Work Details
The selected firm will be responsible for the following tasks:
1. Prepare an ALP with Narrative consistent with FAA Advisory Circulars, including:
a. Coversheet,
b. Airport layout drawing,
c. Data sheet,
d. Terminal area plan,
e. Airport airspace drawing,
f. Inner approach surface drawing,
g. On-airport land use drawing,
h. Off-airport land use drawing,
i. Airport property map (Exhibit A),
j. Runway departure surface drawing,
k. Utility drawing,
l. Airport access plans,
m. Other necessary sheets;
2. Incorporate FAA AGIS requirements and conduct data collection including an -18B obstruction survey;
3. Develop a Capital Improvement Plan with phasing and financial overview;
4. Establish phased goals for airport improvements based on aviation demand forecasts;
5. Consider Unmanned Aircraft Systems and Advanced Air Mobility in planning;
6. Develop local zoning measures for airport height hazard protection;
7. Complete and submit the Runway Safety Inventory for Non-certificated Airports.

Period of Performance
The contract period will be determined based on the proposed project schedule submitted by the selected firm but must adhere to deadlines set forth in the RFQ.

Place of Performance
The services will be performed at Cleveland Municipal Airport in Cleveland, Texas.
