Background
The Texas Department of Transportation (TxDOT), through its Aviation Division, is issuing a Request for Qualifications (RFQ) for professional services related to the Chambers County Airport and Winnie-Stowell Airport.
The goal of this contract is to engage a qualified firm to prepare an Airport Master Plan tailored to the individual needs of both airports, ensuring compliance with current FAA standards and incorporating sustainable practices.
Work Details
The consultant will be responsible for the following tasks:
1. Prepare a Master Plan consistent with the latest FAA Advisory Circulars, including sustainability measures.
2. Incorporate FAA AGIS requirements and conduct necessary data collection, including an -18B obstruction survey, uploading data to the FAA’s Airport Data and Information Portal.
3. Develop an Airport Layout Plan (ALP) that includes various drawings such as coversheet, airport layout drawing, terminal area plan, airspace drawing, land use drawings, property map, runway departure surface drawing, utility drawing, and access plans.
4. Create a Capital Improvement Plan with a phasing plan and financial overview considering various funding sources.
5. Establish attainable goals for airport improvements based on aviation demand forecasts.
6. Address Unmanned Aircraft Systems and Advanced Air Mobility in planning narratives.
7. Develop zoning measures for airport height hazard protection and land use compatibility.
8. Complete and submit the Runway Safety Inventory for Non-certificated Airports.
