TxDOT Aviation Division- Notice to Bidders

Background
The Texas Department of Transportation (TxDOT) is issuing this solicitation for the construction of airport improvements at Huntsville Municipal Airport. The goal of this contract is to rehabilitate Runway 18-36, enhancing the operational capacity and safety of the airport.

Work Details
The work consists of the rehabilitation of Runway 18-36 at Huntsville Municipal Airport. Bidders are required to submit a complete bid package that includes:

- Bid Form
- Bid Bond (including Power of Attorney and claim notice page)
- Required Language in Proposals for AIP Contracts
- Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion
- Buy American Certification
- Certification of Non-Segregated Facilities
- DBE Participation Plan

The DBE Participation Plan must be submitted no later than 5 calendar days from bid opening. Additionally, bidders must provide various DBE commitment forms and a Contractor’s Certification Good Faith Effort if unable to meet specified goals. The successful bidder will also need to furnish Performance and Payment Bonds in the full amount of the contract price.

Period of Performance
The contract work is expected to commence after the bid opening on August 19, 2025, with specific timelines to be determined upon awarding the contract.

Place of Performance
The contract will be performed at Huntsville Municipal Airport located at 1000 Airport Dr, Huntsville, TX 77320.

Bidder Requirements
Bidders must comply with minimum wage rates predetermined by law. A cashier’s check or bid bond in the amount of two percent (2%) of the total bid price must accompany each bid as a guarantee. Bidders are also required to meet Disadvantaged Business Enterprise (DBE) goals set at 2% and submit an acceptable DBE plan within 5 calendar days after bid opening.
