TxDOT Aviation Division- Notice to Bidders

Background
The Texas Department of Transportation (TxDOT) Aviation Division is issuing a solicitation for the construction of airport improvements under the Statewide Juliet Airport Grouping. The goal of this contract is to enhance the infrastructure of several airports in Texas, ensuring they meet safety and operational standards.

Work Details
The construction work primarily involves pavement rehabilitation at the following airports:

- Kleburg County Airport (Kingsville)
- Brooks County Airport (Falfurrias)
- Garner Field Airport (Uvalde)
- Mid-Valley Airport (Weslaco)
- Jim Hogg County Airport (Hebbronville).

Bidders must provide a bid that includes a cashier's check or bid bond amounting to 2% of the total bid price as a guarantee. The successful bidder will also be required to furnish a Performance Bond and Payment Bond, each in the full amount of the contract price.

Period of Performance
The contract period will commence upon award and is expected to be completed within a timeframe that aligns with project specifications. Bids are due by June 12, 2025.

Place of Performance
The work will be performed at multiple locations across Texas, specifically at:

- Kleburg County Airport
- Brooks County Airport
- Garner Field Airport
- Mid-Valley Airport
- Jim Hogg County Airport.

Bidder Requirements
Bidders must be authorized to do business in Texas and acceptable to TxDOT Aviation. They are required to submit a HUB Subcontracting Plan (HSP) if applicable. Minimum wage rates have been predetermined as required by law. Bidders are encouraged to maximize utilization of Historically Underutilized Businesses (HUBs) as per statewide goals.
