The Texas Water Development Board (TWDB) requests responses to this Request for Qualifications (RFQ) for the award of TWDB - EPA's 8th Drinking Water Infrastructure and Needs Survey and Assessment.

The Project will include :

Assisting TWDB's participation in the Drinking Water Infrastructure and Needs Survey and Assessment (DWINSA) from initial preparations through the final review phase by Environmental Protection Agency (EPA).

Managing the submission of information, documentation for review and acceptance by EPA; reviews and responds to data modifications by EPA.

Background
The Texas Water Development Board (TWDB) is seeking responses to this Request for Qualifications (RFQ) for the award of TWDB - EPA’s 8th Drinking Water Infrastructure and Needs Survey and Assessment. The project aims to assist TWDB in participating in the Drinking Water Infrastructure and Needs Survey and Assessment (DWINSA) from initial preparations through the final review phase by the Environmental Protection Agency (EPA). The selected contractor(s) will manage the submission of information and documentation for review and acceptance by the EPA, as well as respond to data modifications requested by the EPA.

Work Details
The awarded contractor(s) will be responsible for:

- Conducting an assessment of capital improvement needs for projects eligible under the DWSRF.
- Obtaining and submitting documentation of capital needs according to EPA’s DWINSA instructions.
- Researching appropriate Public Water System (PWS) contacts to gather survey data.
- Contacting PWSs to explain the DWINSA process.
- Assisting PWSs with completing surveys, including walking them through surveys if necessary.
- Following up with PWSs to ensure maximum participation.
- Completing and submitting any survey modifications.
- Participating in a kickoff meeting with TWDB to designate tasks, clarify assignments, coordinate schedules, and define procedures for document review.
- Attending project meetings as needed.
- Providing training on DWINSA procedures if changes occur.
- Providing a project manager as the main interface with TWDB.
- Proposing a project management approach that ensures success.
- Providing bi-weekly status reports documenting activities on major tasks.
- Delivering a short final report summarizing all tasks completed.

Period of Performance
The contract will commence upon execution and is expected to end on May 29, 2026, with potential extensions up to December 31, 2026.

Place of Performance
The services will be performed throughout the State of Texas.
