The Texas State Library and Archives Commission (TSLAC)requires a qualified contractor to provide an Employee Assistance Program (EAP)for the TSLAC employees and their family members. EAP services under thispotential contract would include, but are not limited to, unlimitedconsultation, including the development of policies and procedures; unlimitedcritical incident stress debriefings; 24/7 call center services; casemanagement services; program orientation to supervisors and staff; promotionalmaterials including brochures, wallet-cards, posters and a monthly newsletterfor employees and a monthly newsletter for supervisors; personal professionaltraining and onsite services; a minimum of five short-term counseling servicesper employee and their family members per issue; referrals to long-termtreatment services if necessary; legal and financial services, online web-basedservices, and monthly utilization reports.

Background
The Texas State Library and Archives Commission (TSLAC) is seeking a qualified contractor to provide an Employee Assistance Program (EAP) for its employees and their family members. TSLAC's mission includes preserving the archival record of Texas, assisting libraries, managing public records, and supporting reading services for Texans with disabilities. The goal of this contract is to provide comprehensive EAP services that address the mental health and well-being of TSLAC employees.

Work Details
The contractor will provide a range of EAP services including:

- Unlimited consultation
- Development of policies and procedures
- Unlimited critical incident stress debriefings
- 24/7 call center services
- Case management
- Program orientation for supervisors and staff
- Promotional materials such as brochures, wallet cards, posters, and newsletters
- Personal professional training and onsite services
- A minimum of five short-term counseling sessions per employee and family member per issue
- Referrals to long-term treatment services if necessary
- Legal and financial services
- Online web-based resources
- Monthly utilization reports.

Services must be available at all TSLAC locations in Austin, TX, and Liberty, TX. The contractor must ensure confidentiality and non-discrimination in service delivery.

Period of Performance
The initial contract term will commence upon execution or as indicated in the intent to award notice and continue through August 31, 2026. The contract may be renewed for four additional one-year periods upon mutual agreement.

Place of Performance
Services will be provided at TSLAC Headquarters in Austin, TX, as well as at the State Records Centers in Shoal Creek and Promontory Point, Austin, TX, and the Sam Houston Regional Library and Research Center in Liberty, TX.

Bidder Requirements
Respondents must have a minimum of two years' experience providing EAP services similar in size and scope. Staff providing counseling must have relevant certifications such as CEAPĀ®, LMSW, or LPC. Respondents must also demonstrate good financial standing. A Historically Underutilized Business Subcontracting Plan (HSP) is not required for this procurement due to its estimated value not exceeding $100,000.
