TRA Request for Qualifications Professional Services Fiscal Years 2027-2028

Requested Work:
The Trinity River Authority of Texas (TRA) is seeking Statements of Qualifications (SOQ) from interested prime consulting firms to provide professional consulting services in both primary and specialty categories. The selected firms will support the Authority's capital improvement projects in Planning, Design, and Construction Administration (PDCA) that are not currently under contract. This solicitation is for a two-year qualification term covering Fiscal Years 2027 and 2028, beginning December 1, 2026, and ending November 30, 2028.

Requesting Entity:
The Trinity River Authority of Texas, a conservation and reclamation district of the State of Texas, created by Tex. Rev. Civ. ann. art. 8280-188, and operating under special and general law.

Background:
The Authority contracts its services to cities, municipalities, and other special districts, and owns and operates water treatment and supply facilities, wastewater treatment facilities, interceptor collection systems, and water reuse facilities.

Contract Requirements:

• Only prime consulting firms (not teams or multiple firms) should submit SOQs.
• This RFQ process is solely for professional services in compliance with 30 Tex. Admin. Code 292.13(4).
• Qualified firms will be included on a list for FY 2027-2028 and may be invited to submit project-specific proposals on an as-needed basis, following a two-step selection process unique to river authorities.

Firms are encouraged to submit their qualifications and contact information in response to this RFQ to assist the Authority in establishing its list of eligible firms for the specified fiscal years.
