Toll Management System

Background
The Texas Department of Transportation (TxDOT) is seeking to establish a contract for the integration and maintenance of a toll management system. The goal of this contract is to ensure the effective operation of traditional, all-electronic, open road toll roads and dynamically priced managed lanes throughout Texas. This initiative supports TxDOT's mission to provide a safe and efficient transportation system.

Work Details
The contractor will be responsible for providing all necessary materials, equipment, labor, and services to design, develop, configure, fabricate, assemble, install, integrate, test, and maintain the toll management system. Specific tasks include:

- Integration of the toll management system with existing infrastructure.
- Maintenance of both new and existing toll collection systems while ensuring minimal disruption to operations.
- Coordination with TxDOT and other contractors involved in the installation of civil infrastructure such as gantries.
- Development of a roadmap for future technology integration into the toll system.

Period of Performance
The contract will commence upon award on January 2, 2026, with an initial maintenance term of two years.

Place of Performance
The services will be performed throughout Texas at various toll road locations managed by TxDOT.

Bidder Requirements
Bidders must demonstrate financial stability by providing audited or un-audited financial statements for the past three years. They must also comply with security requirements related to sensitive data handling as outlined by TxDOT. Additionally, bidders are encouraged to participate in the Disadvantaged Business Enterprises (DBE) program as this procurement may be funded with federal funds.
