Background
The Texas Department of Criminal Justice (TDCJ) is seeking bids to establish a purchase order for Thermo Plastic Resin (TPR) compound specifically for the production of shoes. Work Details
The contract requires the supply of 38,400 pounds of Thermo Plastic Resin (TPR) compound, which will be used for direct injection molding of canvas shoe soles. The specifications for the TPR compound include:

1) Shore A hardness after 3 seconds: 60 +/- 2 (ASTM - 2240)
2) Elongation: 500% > 450 (ASTM D415-c)
3) Density: 1.1 G/cc +/- 2.02 at 23 degrees Celsius (ASTM D-792)
4) Tensile strength: 2.5 MPA +/- 0.25 (ASTM D412-c)
5) Abrasion resistance: >450 MM3 (DIN 53516)
6) Tear strength: >24 N/mm (ISO 527)
7) Injection melt temperature: 140-150 degrees Celsius +/- 2 degrees Celsius
8) Melt flow index: >60 at 190 degrees Celsius - /5 KG (ASTM D1238).

Additionally, bidders may be required to submit samples for evaluation prior to award.

Period of Performance
The contract will commence upon award and is expected to last until all quantities are delivered as specified in the purchase order, with an emphasis on timely delivery as a factor in the award decision.

Place of Performance
The products will be delivered to designated locations within Texas, specifically to TDCJ facilities as outlined in the purchase order.

Bidder Requirements
Bidders must comply with all applicable state procurement laws and regulations. They must not be debarred or suspended from receiving federal or state contracts and must not appear on the Federal Government's Terrorism Watch List. Additionally, bidders are required to provide proof of compliance with child support obligations and may need to submit their Texas Identification Number (TIN). Bidders should also ensure that they can meet delivery timelines and quality standards as specified.
