Background
The City of Wichita Falls, Texas is seeking to select a Construction Manager-at-Risk (CMAR) contractor for the final design and construction of The Falls Rehabilitation project. This project aims to enhance the functionality and aesthetics of The Falls, which includes a manmade waterfall, landscaping, and adjacent trails. The CMAR will provide preconstruction services, procurement services, and oversee construction activities to ensure efficiency and cost-effectiveness.
Work Details
The scope of work includes:
1) Demolition of rock veneer and selective removal of dry-stack rock;
2) Replacement of metal intake well and screen;
3) Replacement of a 3,600 gpm, 100-HP main pump along with associated piping, valves, and controls;
4) Installation of a 3,600 gpm, 50-HP recirculation pump with piping, valves, and controls;
5) Replacement of two pump manhole lids with fixed concrete tops that include access hatches and safety screens;
6) Widening approximately 1,050 linear feet of concrete trail;
7) Construction of a new retaining wall (140 LF x 10 ft high) with rock veneer;
8) Landscaping and irrigation improvements;
9) Replacement of area lighting with LED fixtures;
10) Installation of new programmable LED flood lighting (three pole-mounted Lumascape Kokolux or equivalent);
11) Replacement of the existing electrical building with a new structure approximately 100 square feet in size;
12) Installation of a new main disconnect rated at 480V and 400A; and
13) Installation of a new PLC control panel featuring a Schneider Modicon PLC TM251MESE.
Period of Performance
The CMAR Construction Phase is expected to start in March 2027 with a duration of approximately 270 calendar days. The Demolition Package is anticipated to begin in July 2026.

The work will be performed at The Falls located on the south bank of the Wichita River in Wichita Falls, Texas.
