The Texas Department of Transportation (TxDOT) is seeking to establish a contract for two related services: Travel Literature Fulfillment Services and an Online Ordering System. The goal is to enhance the distribution and accessibility of travel literature, potentially awarding the contract to a single vendor or multiple vendors based on the best value and qualifications.

Work Details
1. Travel Literature Fulfillment Services: The vendor will manage inventory storage, packaging materials, order assembly, labeling, and mailing of printed materials. Responsibilities include call center support for inquiries, email notifications for shipped orders, recycling obsolete literature, and providing online access to inventory reports. Orders must be fulfilled within 72 hours of receipt.

2. Travel Literature Online Ordering System: The vendor will design and maintain a secure, responsive online ordering system for TxDOT travel publications. The system must be user-friendly, mobile-optimized, compliant with WCAG 2.1 AA standards, support role-based access for various users, enable order tracking and data collection, and integrate seamlessly with TxDOT’s operations. It should also support PCI-compliant payment functionality for large orders.

The contract period will commence upon award.

Place of Performance
Services will be performed at locations designated by TxDOT; specific geographic locations are not detailed in the solicitation.

Bidder Requirements
Respondents must submit a HUB Subcontracting Plan (HSP) as part of their proposal to demonstrate good faith efforts in subcontracting opportunities with Veteran Owned Businesses (VetHUBs). The participation goal for VetHUBs is set at 0% per fiscal year. Vendors must also provide financial statements demonstrating their financial stability.
