Background
The City of Garland is seeking bids for a Term Contract for Water Meter Testing and Repair. Work Details
The contractor will test approximately 1/4 of the large water meters each year, divided by billing cycles. The first year will involve testing about 1,002 meters (Cycles 1-4), followed by 1,010 meters in the second year (Cycles 5-7), 1,028 in the third year (Cycles 8-14), and 945 in the fourth year (Cycles 15-20).
Testing must be performed using a comparative type large meter test unit that maintains an accuracy of +/- 1.5% and can handle flow rates from ½ GPM to 1,800 GPM. All meters must be calibrated to AWWA Accuracy Standards. The contractor must provide at least two technicians with a minimum of two years of experience in large meter testing.
A detailed report must be provided after each test, including location, meter details, test results, and any issues encountered during testing. If repairs are needed, only new parts will be used for replacements. The contractor is responsible for all labor and materials related to repairs and must return all removed parts to the City.
Period of Performance
The contract is for one year with up to four optional renewals. Work is expected to begin in October each year and continue until all assigned meters are tested.
