Temporary Employment Services

Background
The Dallas Independent School District (Dallas ISD) is seeking to procure temporary employment services to maintain operational continuity and support various departments and campuses. This Request for Proposal (RFP) is issued in accordance with federal regulations to ensure compliance when utilizing federal funds. The contract aims to provide qualified temporary staffing personnel for short-term needs across the district.

Work Details
The contracted agency will provide temporary personnel for assignments ranging from one week to twelve months, categorized as:
1) Interim/Direct-Fill Placement for absent permanent staff or pending hires,
2) Project-Based Support for specialized labor on time-limited projects.

The agency is responsible for all costs associated with personnel, including wages, benefits, taxes, insurance, and compliance costs. Services required span various categories including:
- Administrative/Clerical roles (e.g., Executive Administrative Assistant, Receptionist)
- Customer Service roles (e.g., Customer Service Representative)
- Finance/Accounting roles (e.g., Budget Analyst)
- Technical/IT roles (e.g., Telecom Technician)
- General Labor/Maintenance roles (e.g., Custodian).

Bilingual capabilities may be required for certain positions.

Period of Performance
The contract will be effective for three years with the possibility of two one-year extensions based on mutual consent, not exceeding a total of five years.

Place of Performance
Services will be performed at various locations within the Dallas Independent School District.

Bidder Requirements
Vendors must comply with all federal and state laws regarding employment discrimination and ensure that all temporary personnel are legally eligible to work in the U.S. Agencies must conduct criminal background checks on personnel before placement in the district. Additionally, agencies must notify the district of any felony convictions related to their business operations.
