Background
The Texas Division of Emergency Management (TDEM) is responsible for coordinating the state emergency management program, ensuring effective response and recovery from emergencies and disasters. TDEM seeks to establish Indefinite Delivery, Indefinite Quantity (IDIQ) contingency contracts for vendors to provide turnkey base camp services in response to various incidents such as hurricanes, wildfires, and tornados. Work Details
The contractor will provide all necessary labor, supervision, equipment, tools, materials, fuel (excluding liquefied petroleum gas), supplies, and transportation required for the following services:
- Camp and Subcontractor Mobilization
- Site Preparation
- Installation and maintenance of all contractor-provided equipment
- Efficient management and operation of the base camp
- Demobilization
The contractor must maintain capabilities for various types of base camps based on occupancy: Type I (1,501 - 2,000 occupants), Type II (1,001 - 1,500 occupants), Type III (501 - 1,000 occupants), Type IV (251 - 500 occupants), and Type V (1 - 250 occupants). Services include providing temporary billeting structures with HVAC systems, bedding, kitchen facilities with meal services, medical units, sanitation facilities including showers and restrooms, communication services like internet connectivity, and security measures. The contractor must also ensure compliance with all applicable local, state, and federal regulations regarding safety and health standards.
Period of Performance
The original contract period will be one year from the date of award with options to renew for four additional one-year periods upon mutual agreement.
Place of Performance
The contract will be performed in various locations across the State of Texas as determined by emergency needs.
