Background
The Texas Department of Criminal Justice (TDCJ) is seeking proposals for the conversion of a trustee camp into a sheltered bed facility at the Montford Unit in Lubbock, Texas. This project aims to renovate two existing dormitories and an adjacent building designated for medical examinations, aligning with TDCJ's mission to provide secure and humane correctional facilities.

Work Details
The project involves the following key components:
1. Renovation of two existing dorms to create sheltered bed facilities.
2. Renovation of an adjacent building for medical examinations.
3. The estimated budget for this project is $13,235,000.00, which includes costs for materials, labor, overhead, and profit.
4. Contractors must provide an itemized breakdown of materials used in the project as part of their proposal.

Period of Performance
The contract performance period is set for 432 days, commencing upon the issuance of the Notice to Proceed. Mobilization must begin within 30 days of receiving this notice, with work starting within 45 days.

Place of Performance
The work will be performed at the Montford Unit located in Lubbock, Texas.

Bidder Requirements
Bidders must comply with various requirements including:
1. Historically Underutilized Business (HUB) representation as outlined in Section K.
2. Compliance with insurance requirements and bonding as specified in the General Conditions.
