TDCJ Estelle: MEP System Upgrades RMF

Background
The Texas Department of Criminal Justice (TDCJ) is issuing this solicitation for the replacement of the Mechanical, Electrical, and Plumbing (MEP) systems at the Estelle Unit in Huntsville, Texas. The goal is to upgrade to more efficient models while minimizing the impact on the Regional Medical Facility located at the unit.

Work Details
The project involves replacing the existing MEP systems with more efficient models. The estimated budget for this project is $6,321,200.00. The Lump Sum Cost Proposal must include an itemized breakdown of materials, labor, and overhead/profit. All materials must be incorporated into the realty at a price not less than what the contractor paid for them. Additionally, contractors are encouraged to use recycled materials where possible and must indicate if any proposed products contain recycled content.

Period of Performance
The performance period for this contract will be 645 days, commencing from the date designated in the Notice to Proceed. Mobilization must begin within 30 days of receipt of this notice, with work commencing within 45 days.

Place of Performance
All work will be performed at the Estelle Unit located in Huntsville, Texas.

Bidder Requirements
Bidders must comply with Historically Underutilized Business (HUB) representation requirements and provide necessary documentation as specified in Section K of the solicitation. Contractors must also ensure that all construction workers have passed background checks as per TDCJ regulations.
