Subsurface Utility Engineering Services Pre-Qualification

Background
The City of Lubbock, TX, is seeking statements of qualifications for Additional Firms and Services for Subsurface Utility Engineering (SUE) Services Pre-Qualification. The City frequently requires professional SUE services to locate and mark underground utilities before construction begins. The current process for obtaining these services is inefficient and can lead to project delays. As the City continues to grow, securing SUE professional services is essential for accurate and timely project design. This RFQ aims to select up to three qualified firms to assist City staff in the field of Subsurface Utility Engineering on an as-needed basis.

Work Details
The selected firms will provide SUE services for utility-dense projects, difficult utility relocations, or specialized projects as needed. Responsibilities include acting as an advocate and field representative for the City of Lubbock; conducting site visits; communicating issues; and coordinating between design engineers, construction contractors, and City staff. Tasks must be mutually agreed upon before execution, with funding allocated on a per-project basis. Firms must demonstrate expertise in one or more of the following disciplines:

1) Identifying and Locating Utilities Using Geophysical Methods;
2) Non-Destructive Excavation;
3) Assessing Conditions of Existing Utilities with SUE Methods;
4) Providing SUE Data in CAD Format to Minimize Impact on Existing Utilities;
5) Communicating Important Utility Information with Relevant Parties.

Period of Performance
The contract will be performed on an as-needed basis as projects arise, with no specific duration stated.

The services will be performed within the City of Lubbock, TX.
