Description

Background
The Health and Human Services Commission (HHSC) on behalf of the Department of Family and Protective Services (DFPS or Department) Child Protective Services (CPS) is issuing this Open Enrollment to enter into contracts with qualified Applicants for Substance Use Disorder Services. The mission of DFPS is to promote safe and healthy families and protect children and vulnerable adults from abuse, neglect, and exploitation.

Work Details
DFPS seeks to Contract with qualified providers to assist CPS in achieving its program purpose and objectives by providing Substance Use Disorder (SUD) Services. The purpose of the Child Protective Services (CPS) Program is to keep children safe while partnering with parents and other family members, the community, and our providers to achieve permanency and improve child well-being. The program objectives include preventing further harm to children, providing permanence for children in substitute care, and providing permanence for children who cannot return to their families. The contracted Substance Use Disorder (SUD) Services include assessments services, substance use disorder treatment services such as individual counseling, group counseling, support services, court-related services, diagnostic consultation, service delivery areas on a regional basis, telehealth services, service authorization and referral process, missed or cancelled appointments policy, major service deliverables including substance abuse assessment and treatment services, communication to CPS regarding substance abuse treatment expectations, treatment plan requirements, quarterly summary notes, substance abuse and alcohol testing policy, discharge plan requirements.

Period of Performance
The Contract term will begin no sooner than September 1, 2022 and will end on August 31, 2027.

Place of Performance
The open enrollment for Substance Use Disorder Services is released on a statewide basis; however, contracts are awarded on a regional basis. The Contract is for the DFPS Regions which can be located in Package 2 Application and Required Forms. Some regions are further divided into specific service delivery areas referred to as catchment areas.
