Background
The Texas A&M University System (A&M System) is one of the largest and most impactful higher education systems in the United States, with an annual budget of $8.1 billion. The system includes 12 universities and serves approximately 175,000 students. The A&M System is seeking proposals from qualified vendors to provide a Student Information System (SIS) Software as a Service (SaaS) solution to meet the needs of its universities, particularly Texas A&M University-Victoria. This solution will also serve as an option for other A&M System Members. The goal is to establish a master software as a service agreement with one vendor to enhance operational efficiency and improve stakeholder experience across the system.
Work Details
The selected vendor will provide an integrated, scalable, cloud-architected SIS solution that meets the following requirements:
- Deliver a seamless experience for students, faculty, and staff by reducing friction points and providing modern features.
- Streamline workflows through best practices and automation.
- Serve as a single point of access for student information.
- Optimize reliability and support to minimize downtime.
- Enable flexible learning pathways for various educational programs.
- Foster shared innovation through collaboration among system members.
The solution must include all necessary software, hardware, and components for full functionality at implementation. It should support all A&M System needs and be capable of scaling for future growth. Respondents must also provide third-party solution recommendations if their SIS cannot meet all requirements natively.
Period of Performance
The contract will be effective upon execution for a period of five (5) years, with the possibility of extending for one additional five-year term upon mutual agreement.
Place of Performance
The services will primarily be performed at Texas A&M University-Victoria, with potential applicability to other A&M System Members across Texas.
Bidder Requirements
Respondents must submit a HUB Subcontracting Plan (HSP) form due to the expected contract value being over $100,000. The plan should demonstrate good faith efforts to utilize Texas certified Historically Underutilized Businesses (HUBs).
