Description

Background
The Texas School for the Deaf (TSD) is seeking proposals for Communication and Marketing Support services for its Statewide Outreach Center (SOC). The goal of this contract is to enhance stakeholder engagement and ensure that families and professionals receive essential information to support the educational success of Deaf and Hard of Hearing students. The services will be performed remotely.

Work Details
The contractor will provide comprehensive support in the following areas: content creation, social media management, email newsletters, marketing campaigns, analytics, reporting, outreach, and professional development support. Specific tasks include:

1. **Newsletter Subscription**: Subscribe to relevant newsletters to stay informed of industry trends.

2. **Graphic and Multimedia Creation**: Collaborate with SOC to create engaging graphics and multimedia assets; proofread content for clarity and accuracy.

3. **Content Creation**: Develop compelling written materials including social media posts, ensuring alignment with branding guidelines.

4. **Social Media Management**: Develop a content calendar, create posts, and manage daily tasks related to social media engagement.

5. **Email Newsletters**: Create monthly newsletters, ensuring accuracy and consistency with branding.

6. **Marketing Campaigns**: Initiate and develop marketing campaigns for promoting programs and services; create marketing materials such as brochures and digital ads.

7. **Analytics and Reporting**: Monitor social media performance metrics; report on online interactions monthly.

Period of Performance
The initial contract term will commence on September 1, 2025, and expire on August 31, 2026. There are options for renewal for up to two additional one-year terms.

Place of Performance
Services will be performed remotely.

Bidder Requirements
Respondents must have at least two years of professional experience in marketing or communications, five years of teaching experience in Deaf education, have provided similar services under at least two contracts in the last five years, be in good financial standing, possess necessary skills and equipment to fulfill the contract requirements, and be authorized to work in the U.S. Preferred qualifications include being bilingual in English and American Sign Language (ASL). Respondents must also complete Exhibit C – Past Projects with Corresponding References.
