Background
The North East Texas Workforce Development Board, operating as Workforce Solutions Northeast Texas, is a 501(c)3 not-for-profit organization responsible for overseeing workforce development programs in the Northeast Texas region. The Board aims to provide policy and program guidance while ensuring independent oversight of services that impact local employers, residents, and job seekers across nine counties.

This Request for Proposals (RFP) seeks qualified staffing agencies to provide payroll processing services for participants enrolled in various subsidized employment programs.

Work Details
The selected contractor will provide payroll processing services for customers enrolled in the following programs: Choices, Workforce Innovation & Opportunity Act Youth (WIOA), Summer Earn and Learn (SEAL), and Vocational Rehabilitation (VR) Paid Work Experience Programs. Specific services include:
- Online onboarding for participants
- Weekly payroll processing
- Options for direct deposit or payment cards
- Weekly invoicing for each program
- Preparation of W2 forms at the end of the year.

Period of Performance
The initial contract period will begin on October 1, 2025, and end on September 30, 2026. The Board reserves the right to extend the contract for up to four additional one-year periods based on performance evaluations and funding availability.

Place of Performance
The services will be performed in the Northeast Texas region, specifically covering Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River, and Titus counties.

Bidder Requirements
Proposers must demonstrate experience in monitoring federal and state programs and possess knowledge of workforce program requirements. They should have the ability to produce and maintain documentation identifying deficiencies and concerns while being capable of preparing clear reports. Additionally, proposers must comply with all relevant federal, state, and local regulations.
