Software as a Service (SaaS) for an Aging Information and Data Management Solution (SAIDMS)

Background
The Health and Human Services Commission (HHSC) is seeking a qualified vendor to provide a Software as a Service (SaaS) for an Aging Information and Data Management Solution (SAIDMS).
This solution aims to support the maintenance and reporting of data for various HHSC programs, including the Office of Area Agencies on Aging (OAAA), the Office of Aging and Disability Resource Centers (OADRC), and the State Long-Term Care Ombudsman Program (SLTCOP).
The goal is to enhance data management capabilities for these programs, ensuring compliance with state and federal reporting requirements.

Work Details
The contractor will deliver a comprehensive SaaS solution that includes:
- Support for multiple concurrent users across Texas with specified response times.
- Data collection, storage, and access for call information, consumer data, assessment and eligibility data, service delivery, service activity, and Ombudsman information.
- Compliance with TX-RAMP Level 2 certification requirements.
- A web-based interface that allows users to generate reports, perform data analytics using SQL or non-proprietary languages, and maintain resource database tables.
- Integration capabilities through an Application Programming Interface (API) for third-party applications.
- Maintenance of consumer demographics, service authorization/delivery information, complaint/success data, case management data, and assessment/eligibility data.
- Generation of predefined reports with customizable parameters.
- Implementation phases including Transition Services (Phase I), Operations Services (Phase II), and Turnover Services (Phase III).

Period of Performance
The contract will commence upon execution and is expected to include a transition period of six months followed by ongoing operations services.
The total duration will be defined in the contract terms.

Place of Performance
The services will be performed in Texas, supporting various locations where HHSC programs operate.
