Background
The Texas A&M University System is one of the largest higher education systems in the U.S., with an annual budget of $8.1 billion and a mission to serve approximately 175,000 students.
The system is seeking proposals for claims and network administration services for its self-insured A&M Care plan, which serves employees, graduate student employees, retirees, and their dependents starting September 1, 2026. Additionally, proposals are solicited for a fully insured 65 Plus Medicare Advantage Plan for Medicare-eligible retirees beginning January 1, 2027.
Work Details
The selected vendor will provide comprehensive claims and network administration services including:
- Management of benefit contracts approved by the State Board of Insurance.
- Creation of communication materials necessary for plan administration (e.g., claim forms, ID cards).
- Claim management and processing.
- Monthly, quarterly, and annual management reports on enrollment, claims utilization, and patient satisfaction.
- Weekly processing of eligibility information via secure sFTP.
- Representation at open enrollment meetings across Texas in July.
- Coordination with COBRA administrators for compliance with COBRA requirements.
The contract will involve no insurance or reinsurance for the A&M Care Plans as they are self-funded; however, the 65 Plus Medicare Advantage Plan will be fully insured. The vendor must also provide a guaranteed administrative fee covering all services described in the RFP.
Period of Performance
The initial contract period will commence on September 1, 2026, for the A&M Care Plans and January 1, 2027, for the Medicare Advantage Plan. The contract may be renewed for up to three additional years based on satisfactory performance.
Place of Performance
Services will be performed primarily in Texas as required by the Texas A&M University System.

Respondents must demonstrate financial stability with a net worth of at least $250 million as evidenced by an audited financial statement. They must also be licensed to operate in Texas and comply with all applicable state and federal regulations.
