Houston First Corporation ( HFC ) requests proposals responsive to the requirements of this RFP from experienced and highly-qualified contractors (each a Proposer ) to provide security services at its facilities. The Proposer selected shall be required to provide all labor, supervision, insurance, equipment, supplies, uniforms, and other goods and services necessary to provide security officers and related services in the manner set forth in this RFP
Background
HFC is a local government corporation created by the City of Houston to facilitate economic growth through the promotion of the greater Houston area and the business of conventions, meetings, tourism, and the arts. HFC manages and operates more than 10 city-owned facilities, including the George R. Brown Convention Center, Partnership Tower, Wortham Theater Center, Jones Hall for the Performing Arts, Lynn Wyatt Square, Miller Outdoor Theatre, the Theater District Parking Garages, and the Avenida Parking Garages.
Work Details
The contractor is required to provide security services at HFC's facilities. The contractor must provide all labor, supervision, insurance, equipment, supplies, uniforms, and other goods and services necessary to provide security officers and related services. The staffing requirements include a Project Manager, three Assistant Project Managers, 18 supervisors, and an estimated hourly equivalent of 100 security officers annually.
The proposal format includes specific criteria such as a transmittal letter summarizing understanding of services required and acceptance of the Security Services Agreement; experience in meeting clients' needs with three current references for security services at comparable facilities; management strategy for staff scheduling and handling emergency services; pricing for various positions; diversity commitment; and details of any additional or unique services provided above and beyond those sought within the RFP.
Period of Performance
The term of the Security Services Agreement is from August 1, 2024, to August 31, 2029. The contract may be extended for an additional period not exceeding six calendar months upon written notice from HFC.
Payment for services performed will be based on separate monthly invoices submitted by the fifth calendar day of the month following each month in which services are performed. HFC will make payment to Contractor within 30 calendar days of receipt and approval of each invoice.
Place of Performance
The geographic locations where the contract will be performed include various city-owned facilities managed by HFC in Houston.
