Security Operations (SecOps)

Background
The Texas Department of Information Resources (DIR) is seeking to procure a vendor for Security Operations (SecOps) services to be provided to eligible DIR Customers through DIR’s Data Center Services (DCS) program. The goal is to establish a central point of responsibility for STS security service operations, utilizing emerging technology and best industry practices to enhance security and monitoring capabilities for DIR Customers. This will help protect against intrusions and unauthorized access to DCS environments.

Work Details
The Successful Respondent will deliver operational security services under the Shared Technology Services (STS) Program, which includes:

1. Security Center of Excellence;
2. Governance, Risk, and Compliance (GRC);
3. Security Program Management;
4. Master Security Baseline Configurations;
5. Emerging Technology;
6. Audit and Assessment;
7. Customer Projects;
8. Security Operations Center;
9. Security Incident and Event Management (SIEM);
10. Digital Forensics;
11. Privileged Access Management;
12. Reporting Services;
13. Vulnerability Management, Threat Intelligence, Threat Hunting.

Period of Performance
The anticipated term of the contract is approximately four (4) years with optional renewals of up to four (4) years, potentially extending the total contract duration to between eight (8) to ten (10) years.

Place of Performance
Services will be performed at various locations as determined by DIR's Data Center Services program, primarily within Texas.

Bidder Requirements
Respondents must demonstrate five or more years of experience providing Security Governance, Risk, and Compliance oversight and Security Operations services in a multi-supplier environment within the past ten years. They must also have held at least three contracts for similar major activities within the last five years with a minimum annual contract value of $10 million per contract.
