Security Officer Services RFP

Background
Southwest Key Programs, Inc. (SWK) is a national nonprofit organization dedicated to improving the quality of life for youths and families through safe shelter, alternatives to incarceration, career development, and quality education.

The organization operates various programs including Immigrant Children’s Shelters, Youth and Family Services, and Workforce Solutions. The goal of this RFP is to enhance the safety and security of SWK’s National Headquarters and other facilities by deploying professional armed security personnel.

Work Details
The selected vendor will provide Armed Security Officer Services (Texas: Level 3) at SWK's National Headquarters and other locations as needed. Key responsibilities include:
- Deploying two armed Security Officers for designated shifts (morning: 07:00 – 15:00; evening: 15:00 – 23:00).
- Conducting exterior patrols and monitoring access points.
- Maintaining a visible security presence to deter threats and respond to incidents.
- Providing daily activity reports (DAR) and incident reports to the SWK Security Operations Specialist.
- Ensuring all officers are CPR/AED certified, properly licensed, trained in de-escalation techniques, and equipped with body cameras.
- Implementing a point-driven tour system within 30 days of contract start.
- Covering overtime costs due to staffing shortages.
- Providing on-call support from a Security Manager/Supervisor for immediate issues.

Period of Performance
The anticipated period of performance is from October 2024 through October 2025, with an option for two additional fiscal years based on funding availability.

Place of Performance
The primary location for service delivery will be at SWK's National Headquarters in Austin, Texas. Additional services may be required at various SWK locations across Texas and other states including California, Arizona, Georgia, Florida, New York, and Washington D.C.
