Security Guard Services Rio Grande

Background
The Texas Health and Human Services Commission (HHSC) is seeking competitive bids to establish contracts for on-site unarmed uniformed security guard services at the Rio Grande State Center (RGSC). This initiative is part of HHSC's mission to oversee and coordinate health and human services in Texas. Both HHSC and the Department of State Health Services (DSHS) will be entitled to utilize any contracts awarded as a result of this Invitation for Bids (IFB).

Work Details
The awarded contractor shall provide on-site unarmed uniformed security guard services at the RGSC, which includes:
- Furnishing all labor, tools, transportation, equipment, materials, and supplies necessary for service delivery, including a Morse Watchman management system or similar system and two battery-operated golf/utility vehicles for patrol.
- Ensuring that the battery-operated golf/utility carts remain operational with immediate repairs made as necessary.
- Providing spotlights, flashlights, and other equipment for securing the facility premises.
- Conducting guard training in CPR, AED usage, and other required equipment to maintain certification.
- Responding with security guard(s) within two hours of a request by the Risk Manager.
- Obtaining prior written approval from the Risk Manager for any overtime hours unless in an emergency situation.
- Establishing a clear chain of command for complaints and designating a point of contact available 24/7.
- Providing security guards with company cellular phones for communication, ensuring response times do not exceed three minutes per call.
- Maintaining backup of trained armed Commissioned Security Officers for emergencies.
- Ensuring guards are familiar with state hospital settings and client behaviors while maintaining courteous conduct towards clients.
- Reporting to 1401 Rangerville Road, Harlingen Texas, 78550 with no absence of an officer on site at any time.
- Conducting hourly rounds to ensure safety and documenting checks on daily activity reports using the Morse Watchman management system.
- Submitting daily activity reports to the Risk Management Department by 9:00 AM Central Time.

Period of Performance
The anticipated contract start date is September 1, 2025.

Place of Performance
Services will be performed at the Rio Grande State Center located at 1401 Rangerville Road, Harlingen Texas, 78550.
