Background
The City of El Paso is issuing a solicitation for Scrap Metal Recycling Services (Re-bid) primarily for the Environmental Services Department. The goal of this contract is to provide efficient recycling services for scrap metal collected from various city facilities, including the Greater El Paso Landfill and Citizen Collection Stations. The City aims to establish a reliable partnership with contractors who can manage the transportation and recycling of scrap metal effectively.

Work Details
The contractor will be responsible for:

1. Providing transportation containers and recycling services for scrap metal from the Greater El Paso Landfill facility.

2. Providing transportation containers and recycling services for scrap metal from Citizen Collection Stations and Environmental Services assigned locations.

3. Offering Scrap Metal Recycling Services specifically for junk vehicles delivered by a third-party vendor authorized by the City.

4. The revenue share percentage will be calculated based on past annual quantities, with specific metrics provided in the bid form, including estimated revenue based on net tons recycled and average commodity prices.

Period of Performance
The contract will commence upon award and will include an option to extend for two additional years at the same unit prices if exercised prior to expiration.

Place of Performance
Services will be performed at various locations within El Paso, Texas, including the Greater El Paso Landfill and designated Citizen Collection Stations.

Bidder Requirements
Bidders must certify that they are not on the Texas Comptroller’s list of companies known to boycott energy companies, comply with non-discrimination clauses regarding firearm entities, and submit required forms such as Form 1295 (Disclosure of Interested Parties) along with affidavits regarding indebtedness and non-collusion.
