Optional On-Site Visit
HHSC will conduct an optional on-site visit at the location specified below on the date and time identified in the Procurement Schedule (cover page of this IFB) or on the date and time established in subsequent Addenda.
The on-site visit will include a review of the IFB requirements as well as a walk-through of the facility.
Attendance is strongly encouraged, but not required. Failure to attend in person will not disqualify a Bidder.

Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for Scheduled Generator Testing and As Needed Generator Repair and Maintenance at San Antonio State Hospital (SASH) and San Antonio State Supported Living Center (SASSLC). Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB.
Work Details
The contractor will provide scheduled generator testing and as-needed generator maintenance and repairs at both San Antonio State Hospital and State Supported Living Center. The services include:
1. Scheduled Generator Testing:
- Quarterly Testing: Maintenance checks on starting system, battery charging system, fuel system, lube oil system, air intake system, and exhaust system.
- Annual Testing: Two-hour load bank test at 50% to 100%.
- 36-Month Testing: Four-hour load bank test or a combination of three-hour test at 50% load and one-hour test at 100% load.
2. As-Needed Services: Repairs to emergency generators, transfer switches, and related electrical systems upon request from the facility's authorized representative.
- Non-Emergency Call Out: Response within four hours; on-site within 48 hours.
- Emergency Call Out: Response within one hour; on-site within two hours.
Period of Performance
The anticipated contract start date is September 1, 2025. The contract will be performed over a period that includes scheduled quarterly tests, annual tests, and as-needed services as requested by the facility.
Place of Performance
Services will be performed at San Antonio State Hospital and San Antonio State Supported Living Center located at 6711 S New Braunfels Ave., San Antonio, TX 78223.
Bidder Requirements
Bidders must have a minimum of three years relevant experience in providing similar services. Personnel assigned must be licensed electricians through the Texas Department of Licensing and Regulation (TDLR). Bidders must provide verifiable references for current or previous contracts of similar size within the last three years.
