Background
Burnet County, Texas is seeking proposals for professional engineering and project management services related to the implementation of an outdoor warning siren system mandated by Senate Bill 3 (SB3). The Texas Water Development Board (TWDB) is the primary oversight and funding agency for this project. The goal is to ensure effective communication and coordination among various municipalities within Burnet County to enhance public safety through a unified warning system.

Work Details
The selected firm will be responsible for:

1. Grant Management & Compliance: Coordinate with TWDB to ensure project plans meet 'Best Management Practices' and 'Flash Flood Warning Siren Guide'.

2. Intergovernmental Coordination: Act as the liaison between Burnet County and municipalities (e.g., Burnet, Bertram, Marble Falls) to execute necessary Interlocal Agreements.

3. Project Planning: Identify optimal siren locations based on TWDB designations and engineering acoustics.

4. Procurement Support: Assist in drafting technical specifications for hardware (sirens, sensors, gauges, solar panels) and evaluating vendor bids.

5. Reporting: Manage monthly progress reports and final invoices to TWDB by August 1, 2027.

6. Permitting: Ensure proper permits are acquired.

Period of Performance
The contract will be performed from the date of award until the completion of the SB3 siren project, with a reimbursement deadline set for August 1, 2027.

Bidder Requirements
