Description

Operation and Management of Substance Abuse Treatment Programs
Background
The Texas Department of Criminal Justice (TDCJ) is seeking proposals for the operation and management of a Substance Abuse Felony Punishment Facility (SAFPF)/In-Prison Therapeutic Community (IPTC) Substance Abuse Treatment Program, SAFPF Special Needs Treatment Program, an In-Prison Substance Use Treatment Program (IPSUTP), a Female Cognitive Pre-Release Program (FCPRP), an Intermediate Sanction Facility (ISF) Substance Abuse Treatment Program (SATP) and ISF Cognitive Intervention Program (CIP) at 11 TDCJ Facilities located statewide. The Department is authorized under Texas Government Code, Sections 493.009 and 501.0931, to Contract with a private vendor for the operation and management of these programs.

Work Details
The Contractor shall provide all necessary personnel, equipment, materials, supplies, and Services for the operation and management of the specified substance abuse treatment programs at the designated TDCJ Facilities. The services include but are not limited to substance abuse treatment utilizing a therapeutic community concept, pre-release programs for inmates within six months of release, cognitive intervention programs, and substance use treatment programs for inmates released on supervision. The Contractor is required to comply with all applicable local, state and federal laws, court-ordered requirements, financial cost principles, audit requirements, and Department policies and procedures.

Period of Performance
The contract period includes base periods and option periods spanning from September 1, 2025, to August 31, 2029.

Place of Performance
The geographic locations where the services will be performed include various TDCJ Facilities located statewide such as Coleman Unit in Lockhart,
Crain Unit in Gatesville,
Estelle Unit in Huntsville,
Glossbrenner Unit in San Diego,
Goodman Unit in Jasper,
Halbert Unit in Burnet,
Havins Unit in Brownwood,
Henley Unit in Dayton,
Kyle Correctional Center in Kyle,
Sayle Unit in Breckenridge,
and Stringfellow Unit in Rosharon.
