Work Details
The vendor is tasked with developing a four-year strategic plan for the HCTO that establishes the department’s mission, vision, and strategic goals. The plan must align with Harris County’s Strategic Plan, the County’s five-year Financial Plan, and annual budget processes. The project will take approximately 10 to 12 weeks to complete and should not exceed $50,000 in total cost.

Key deliverables include:
1. Project Planning: Confirm goals with senior leadership; review relevant frameworks including the Harris County Strategic Plan and HCTO budget documents.
2. Leadership Facilitation: Conduct 2-3 strategic planning sessions to identify core purpose, values, long-term goals; draft mission and vision statements; identify key themes for strategic goals.
3. Staff Engagement: Facilitate 1-2 larger group meetings to gather input on values and opportunities for improvement; test drafts of mission/vision/strategic goals.
4. Strategic Goal Development: Finalize 3-5 strategic goals informed by leadership and staff input that ensure alignment with county plans and support operational excellence.
