Background
The City of Austin seeks to establish a contract with qualified Contractor(s) to pick up, transport, and recycle electronic devices in an environmentally sound manner. This initiative supports the City’s Zero Waste goal of reducing landfill waste by 90% by 2040, as outlined in the 2023 Austin Resource Recovery Comprehensive Plan. The contract will be utilized by the Austin Resource Recovery Department (ARR) at the Recycle and Reuse Drop-Off Center (RRDOC), with potential use by other City departments.
Work Details
The Contractor will be responsible for:
1. Pickup, handling, transporting, and recycling of electronics collected from businesses, residential customers, and City departments.
2. Refurbishing, reusing, or reselling electronics from City departments while ensuring that electronics from residential customers are not refurbished or resold.
3. Using their own transport vehicles to collect electronics in 'as-is' condition without guarantees on functionality or usability.
4. Sorting received electronics into categories including CRT TVs/Monitors, Flat Screen Monitors/TVs, Printers, Data Containing Devices (e.g., Desktops, Phones), and Mixed Electronics.
5. Recovering and recycling all materials to minimize disposal needs and assist in achieving Zero Waste goals.
6. Providing necessary collection containers and packing materials for proper handling of electronics.
7. Ensuring all data-containing components are properly destroyed before recycling.
Period of Performance
The contract will have an initial term of thirty-six (36) months with options for two additional twelve-month extensions at the City's discretion.
Place of Performance
The primary location for performance is the Recycle and Reuse Drop-Off Center (RRDOC) at 2514 Business Center Drive, Austin, Texas 78744.
Bidder Requirements
Contractors must have provided similar services for a minimum of three years and possess e-Stewards Standard Certification Version 4.1. They must also have all operational paperwork submitted to the Texas Commission on Environmental Quality (TCEQ) and provide references upon request.
