Rowlett Creek Wastewater Treatment Plant Blower Building improvements

Background
The City of Garland is issuing a solicitation for improvements to the Rowlett Creek Wastewater Treatment Plant Blower Building.
The project aims to enhance the facility's operational efficiency and reliability.
The contract will be awarded based on the most advantageous offer, considering price and other evaluation factors.
The City reserves the right to request a best and final offer after negotiations.

Work Details
The contractor will be responsible for the following tasks:
- Demolishing existing multi-stage centrifugal blowers No. 3 and No. 4, including blower piping and equipment pad;
- Installing a new turbo blower and associated piping;
- Coordinating with the Owner’s operations to ensure continuous treatment of wastewater during construction;
- Providing temporary pumping facilities as necessary;
- Ensuring that all work complies with federal regulations prohibiting bypassing untreated wastewater.
The contractor must also manage shutdowns effectively to minimize impacts on operations, including scheduling work during convenient times for the Owner.

Period of Performance
The contract period is expected to commence upon award and continue until project completion, with specific deadlines for various phases outlined in the solicitation documents.

Place of Performance
All work will be performed at the Rowlett Creek Wastewater Treatment Plant located at 2500 E. Centerville Rd, Garland, TX 75040.

Bidder Requirements
Bidders must provide a Bid Bond of 5% with their bid response.
A Performance, Payment, and Maintenance Bond will be required upon award.
Bidders are also required to acknowledge receipt of all addenda and comply with all specifications outlined in the bid documents.
