Right-of-Way Easement Clearing Services

Background
The North Texas Municipal Water District (NTMWD) is soliciting sealed bids for right-of-way easement clearing services. NTMWD serves an area of approximately 2200 square miles across eleven counties, managing over 250 sites and 600 miles of water pipelines. The goal of this contract is to maintain utility rights of way by clearing trees, brush, and debris, ensuring safe access and operational efficiency.

Work Details
The contractor will provide land clearing, grubbing, and stripping services on a per-hour basis as needed. Specific tasks include:
- Clearing trees, brush, and debris within utility rights of way.
- Chipping or incinerating tree limbs using a curtain burner.
- Spraying herbicides along gates and appurtenances.

The contractor must furnish all materials, labor, supervision, tools, and equipment necessary for the work. Prior to commencing work on any identified area, the contractor must evaluate the site and prepare a firm proposal based on established rates. The contractor is responsible for protecting existing equipment during operations and ensuring that original grades are maintained when removing vegetation.

Period of Performance
The initial term of the contract will be for one year from the date of signing, with automatic renewals for up to four additional one-year periods unless terminated by NTMWD with a 60-day notice prior to expiration.

Place of Performance
The services will be performed in various counties including Collin, Dallas, Denton, Fannin, Grayson, Hopkins, Hunt, Kaufman, Rains, Rockwall, and Van Zandt.

Bidder Requirements
Bidders must have at least three years of experience in vegetation removal and ROW maintenance. They must also provide proof of insurance coverage including Commercial General Liability ($1M occurrence), Automobile Liability ($500K), Workers’ Compensation ($500K), and must comply with all applicable safety regulations. Bidders are required to submit a list of certified applicators for herbicide applications upon contract award.
