RFQ_Peter T. Flawn Academic Center (FAC) - Full Remodel FAC 21

Background
The University of Texas at Austin is undertaking a renovation project for the Peter T. Flawn Academic Center (FAC), specifically targeting General-Purpose Classroom (GPC) 21. This initiative aims to transform the auditorium classroom into an interdisciplinary learning hub and a cultural and social anchor for the campus, fostering innovation and collaboration. The project has been developed through extensive collaboration with various stakeholders, including the Provost and ADA/Accessibility Coordinator.

Work Details
The renovation of the FAC 21 auditorium classroom will include:
- New HVAC systems
- Electrical upgrades
- Audio-visual (AV) enhancements
- Fixed seating installation
- Accessibility improvements

Additionally, the project will involve heavy demolition work and potential abatement processes. The total construction cost is estimated to be between $5,750,000 and $6,250,000, which includes the Design-Build fee.

Period of Performance
The project planning schedule includes key milestones such as:
- Pre-Submittal Conference on April 29, 2025
- Receipt of Qualifications by May 30, 2025
- Issuance of Request for Proposals around June 16, 2025
- Interviews with respondents on July 14, 2025
- Execution of agreement by August 4, 2025
- Authorization to start Schematic Design Documents by August 18, 2025
- Approval of Design Development Documents by November 7, 2025
- Request for Guaranteed Maximum Price Proposal by November 21, 2025
- Notice to Proceed for Construction by May 6, 2026
- Substantial Completion by April 30, 2027
- Final Completion by May 28, 2027.

Place of Performance
The work will be performed at the Peter T. Flawn Academic Center located at The University of Texas at Austin.

Bidder Requirements
Respondents must comply with Historically Underutilized Business (HUB) requirements as outlined in Exhibit H of the RFQ. A HUB Subcontracting Plan is required as part of the qualifications submission due to identified subcontracting opportunities. Additionally, respondents must provide certification of franchise tax status and comply with all applicable federal and state laws regarding equal employment opportunities.
