Background
The City of Baytown is seeking proposals from qualified companies to provide professional employer organization services and an Information Technology Administrator for the HIDTA (High Intensity Drug Trafficking Areas) grant program.
The HIDTA program is a federally funded initiative aimed at supporting law enforcement agencies.
The City intends to enter into a contract with the selected respondent to supply these services, but reserves the right to accept or reject any proposals as deemed necessary.

Work Details
The Professional Employer Organization (PEO) must provide the following services:
1. Lease employees to the HIDTA program.
2. Maintain accurate and timely payroll record keeping.
3. File appropriate employer-related taxes, including Forms 940 and 941.
4. Provide year-end W-2s.
5. Offer a 401K plan without additional cost to the client, with no employer match allowed.
6. Facilitate direct deposit for employees.
7. Provide Workers Compensation, Occupational Disease, and Employers Liability Coverage, including claims processing.
8. Offer fringe benefits such as health insurance options, dental, and life insurance coverage.
9. The PEO must agree to pay all employer portions of federal, state, or local taxes assessed upon labor provided under this agreement, with tax withholdings being reimbursable under this contract.

Period of Performance
The contract will commence in February 2026 and continue through January 31, 2027, with options for extension upon mutual written agreement.

Place of Performance
Services will be performed in Baytown, Texas.
