RFQ 24-40 Disaster Recovery and FEMA Public Assistance Consulting Services

Background
The City of Huntsville is seeking qualified firms to provide comprehensive Disaster Recovery and Federal Emergency Management Agency (FEMA) Public Assistance (PA) Consulting Services to support the City’s disaster recovery operations, to expedite financial recovery and mitigation and to minimize impacts from future disasters.

Work Details
The objective is to secure a consulting firm that can offer expert guidance and support in navigating the complexities of disaster recovery and the FEMA PA program. The selected firm will provide strategic, technical, and operational assistance to ensure effective disaster response and recovery efforts, while adhering to all relevant regulations and policies.

The ideal firm shall include Texas registered engineer(s) and shall possess demonstrated experience in disaster recovery programs with extensive knowledge and expertise in the operation of the Federal Emergency Management Agency’s (FEMA) Public Assistance Program, Hazard Mitigation Program and other federal and state programs to ensure full compliance with all federal, state and local laws.

Period of Performance
The period of performance for any resulting contract shall be from contract award until FEMA/TDEM project close.

Place of Performance
Services shall include, but are not limited to, recovery from damage resulting from DR-1781-TX, Texas Severe Storms, Straight-Line Winds, Tornadoes, & Flooding, declared May 17, 2024.
