Background
The City of Fort Worth, Texas, is seeking proposals to conduct a Wholesale Water Cost of Service and Rate Study for the Water Department. The goal of this contract is to hire a professional firm that possesses the necessary knowledge and experience to perform such studies, ensuring compliance with standard utility rate-setting practices and policies.
Work Details
The Consultant will perform a comprehensive Wholesale Water System Cost of Service and Rate Study for fiscal year 2027, commencing October 1, 2025. The deliverables include:
1. Review all inputs made by City Staff into the rate model.
2. Confirm calculations related to revenue requirements including operating expenses, depreciation expenses, and return on investment.
3. Allocate costs of service to service functions and functionalized costs to the wholesale customer class.
4. Provide review comments, reports, and presentation materials with specific deliverables due on:
a) May 21, 2026 - Preliminary Cost of Service and Rates Reports;
b) May 28, 2026 - 1st Draft Cost of Service and Rates Reports;
c) June 18, 2026 - Final Cost of Service and Rates Reports.
Period of Performance
The contract will commence upon execution and terminate on September 30, 2026, unless extended by mutual agreement.
Place of Performance
The services will be performed in Fort Worth, Texas.
Bidder Requirements
The Consultant must maintain current valid federal and state licenses necessary for providing services under this Agreement. Additionally, the firm must not be debarred or suspended from federal government contracts as per the SAM/Excluded Parties List.
